MANILA, Philippines – The Commission on Elections (Comelec) automatically publishes on its election website copies of certificates of canvass (COCs) of votes received from independent cities, provinces, and overseas absentee voting posts. However, votes for the party list race reflected on these COCs are officially tabulated only after they are canvassed by the Comelec acting as the National Board of Canvassers (NBOC).
The NBOC canvassed the first COCs on Tuesday, May 13, 2025.
Embedded below are total votes so far based on all the canvassed COCs.
The official canvassing of votes is done in a ladderized manner: first, the machines transmit directly through the canvassing machines used by the City or Municipal Board of Canvassers. See the diagram below.

During the official canvassing process, lawyers representing candidates may raise pre-proclamation controversies to challenge irregularities in the canvassing of votes and other proceedings related to the proclamation of winners in elections.
COCs at the municipal and component city levels are then transmitted to the provincial board of canvassers (PBOC).
The PBOCs then collate official results for the province and transmit to the NBOC, where the results for national positions are canvassed. The MBOC and PBOC also separately beam ERs to the central server. – Rappler.com
